Why do states collect and use data?
Using data to guide and evaluate systems change
The establishment and implementation of a standardized data collection and reporting process provides the opportunity to monitor progress toward state goals, establish and evaluate state actions to reach the goals, and support decision making, and demonstrate accountability. Examples include:
- state policy makers can assess progress and identify investment needs and strategies
- data inform state support to providers, continuous quality improvement, and investments in training
- organizations are encouraged to maintain a data-based approach to management and development
- individuals, families, and case managers can assess a range of options to best support their individual goals and priorities

Using data to establish shared goals for employment systems change
Data collection informs and promotes conversations about employment and provides an opportunity to establish common definitions and language about employment outcomes and supports across stakeholders.
ICI supports data collection in many ways:
- Providing a robust online data information collection system that allows for data entry determined by the needs of the state’s organizations
- Outreach and data entry technical assistance to employment and day providers
- Data analysis and reporting
- Developing and maintaining a web-based portal for exploring outcomes at the state, regional, and provider level
- Maintaining provider-search websites for job seekers and families to help them make informed choices
